Export declaration
The vehicle you purchase/sell is registered for export in the Dutch vehicle register of the RDW. You receive a certificate of indemnification, an RDW export declaration and an export vehicle registration plate. The individual documents of the Dutch vehicle registration certificate are provided with an export stamp. The vehicle can be taken to the destination country by road if combined with a green card (insurance) and an export vehicle registration plate. You can also drive the vehicle to a port and have it shipped to the destination country.
Export vehicle registration plates
If your vehicle is going to be used on public roads, you will need a vehicle registration plate number. The Dutch vehicle registration plates are destroyed when you register a vehicle for export. The export vehicle registration plate has black letters and digits on a white background. An export vehicle registration plate can only be issued if the vehicle meets valid vehicle testing regulations (APK).
Green card insurance
If you are using the purchased vehicle to travel to your destination country, you will need an international insurance certificate (green card). This special export insurance consists of a green card that is valid for fifteen days. This green card only has third-party liability coverage (damage to third parties).
Customs documentation
Vehicles that are exported to countries outside the European Union must be declared at the customs: a declaration for export. You will receive an AED-customs document. You may need this document for shipping, for the declaration for import into the destination country, or to have a EUR.1-certificate drawn up. The customs document is stamped at the external border of the EU and will serve as proof for the seller. The seller will need this customs document to be able to apply the 0% VAT rate.
0% VAT rate
It is sometimes possible to apply the 0% VAT rate when selling a vehicle. To be able to profit from this rate, you must be able to prove that you have exported the vehicle, for example by having the drawn-up EX.A-customs document stamped by the customs at the external border of the EU. Within the European Union you may only apply the 0% VAT rate if you are a self-employed person from a different member country. In that case, the purchaser must hand over a VAT identification number and prove that the vehicle has actually been transported to the destination country.
CVO
In the destination country a CVO (Certificate of Agreement) may be required in order to obtain a vehicle registration plate for the vehicle to be imported. This CVO includes technical specifications, the type approval number and the euro class of the vehicle. In most cases, Auto Wientjes will be able to provide you with a declaration stating the type approval details. This makes import into a country abroad much easier and faster. We can only issue a CVO for the export of Dutch cars.
